Chapter 14 - LOCKER 214Locker 214 contained no dramatic flash drive.

I appreciated the originality.
It contained paper.
Thousands of pages.
Printed case logs.
Invoices.
Placement authorizations.
Internal emails.
Jonah understood something Michael Bennett had learned decades earlier.
Digital evidence could disappear.
Paper required fire.
Among the files were records for 312 children.
Harbor Light received government reimbursement every time it provided emergency placement, transportation, therapy assessment, family reunification services, or supervised transition.
A stable child generated limited revenue.
An unstable case generated repeated billing.
Children had become recurring invoices.
Lily stopped reading twice.
Then continued.
Maya’s file was there.
She had been removed from her mother after a drug arrest.
Her uncle petitioned for guardianship.
Harbor Light approved him despite three domestic violence complaints.
Why?
Because he lived eighty-seven miles away.
Transport reimbursement.
Supervised visitation reimbursement.
Family reintegration reimbursement.
Maya was worth more money there than with a qualified foster family twelve minutes from her school.
Clara whispered:
“They monetized instability.”
“Yes,” Lily said.
But that still did not explain Poppy House.
Then Daniel found an email.
FROM: E.SHAW
TO: OPERATIONS
NEW ROMANO FACILITY WILL ATTRACT PRESS AND DONOR SCRUTINY. CREATE PARALLEL ENTITY BEFORE LAUNCH. ROUTE LEGACY CASES THROUGH IT.
Lily read it twice.
E. Shaw.
Evelyn Shaw.
It looked obvious.
Too obvious.
I had learned to distrust obvious evidence.
“Who benefits if we believe Evelyn wrote this?”
Lily looked at me.
“You think it’s fake?”
“I think your uncle Daniel once looked guilty because somebody wanted me to stop asking questions.”
Daniel nodded.
“I strongly support this lesson.”
So we did something my younger self rarely did.
We waited.
And checked.
The email metadata proved the message had originated from Evelyn Shaw’s account.
But at 2:14 a.m.
On a night Evelyn Shaw had been undergoing emergency heart surgery.
Someone else had access.

The first suspect disappeared.
The mystery became larger.
