Chapter 7 - The Woman Behind the War

Margaret Gallagher told the story without apology.
Patrick Gallagher had discovered Caleb's betrayal.
Elias had designed Cerberus.
Margaret had financed it.
Not for crime.
At least, not originally.
Twenty years earlier, Margaret's daughter—Declan's sister—had been kidnapped.
The kidnappers intercepted every phone call.
Tracked every bank transfer.
Killed one courier.
Dogs became the solution.
Untraceable.
Loyal.
Invisible.
The girl was recovered.
But the system survived.
Caleb corrupted it.
Patrick wanted to destroy it.
Margaret wanted to preserve it.
Their marriage fractured.
Then people started dying.
"Did you kill Patrick?" Declan asked.
Margaret's expression broke for the first time.
"No."
"Did you know someone would?"
"No."
"Did you know Elias survived?"
"Eventually."
Declan stared at his mother as though she were a stranger.
Mave understood the feeling.
"Where's my mother?" she asked.
"With Elias."
"Where?"
Margaret looked at Brutus.
"Where the ledger is."
Mave stepped forward.
"Then take me."
Declan turned.
"No."
"Stop saying that."
"It's a trap."
"Obviously."
"Mave—"
"My parents are there."
"And that's exactly why Voss expects you to go."
She looked into his eyes.
"Then surprise him."
Six hours later, three convoys left Declan's property in different directions.
Only one carried Mave.
She sat beside Declan in an unmarked delivery van.
Brutus lay between their feet.
"You're scared," Declan said.
"Excellent detective work."
"Good."
She frowned.
"Good?"
"Fear means you're paying attention."
Mave studied him.
"Are you scared?"
"Constantly."
She didn't believe him.
Then he added:
"Right now more than usual."
"Why?"
He looked at her.
She understood.
"Oh."
"Yeah."
Neither spoke again.
The sequence hidden in Mave's childhood memories led them north.
An abandoned dog-training facility stood beyond the city limits.
Elias Hart's original kennel.
Mave remembered it vaguely.
She had been seven the last time she visited.
Brutus became excited the moment they arrived.
His tail moved.
For the first time, he looked almost young.
Mave smiled despite herself.
"He knows this place."
Declan nodded.
"Let's hope that's good."
Inside the main kennel, Brutus followed commands.
Home.
Seven.
Left.
Find.
Blue.
Down.
Each word unlocked another movement.
Mave remembered them as she went.
Not consciously.
Emotionally.
Her father had hidden the code inside games.
At the final kennel, Brutus stopped.
A trapdoor lay beneath straw.
They opened it.
Evelyn Hart stood below.
"Mave!"
Her mother climbed the ladder and embraced her.
"Where's Dad?"
Evelyn looked behind her.
Elias emerged.
His shoulder was bandaged.
Mave slapped him again.
Declan muttered, "I think that's becoming tradition."
Elias almost smiled.
Then engines approached outside.
Many engines.
Elias's expression changed.
"We're out of time."
"Caleb?"
"No."
The first gunshot answered.
Margaret Gallagher's convoy had been followed.
Chaos erupted.
Declan's men took defensive positions.
Elias pulled Mave toward a concrete tunnel.
"Ledger first."
"I'm done being used."
"If Caleb gets it, thousands of people are compromised."
"Then tell me the truth."
"I am."
"All of it."
Elias stopped.
His eyes filled with regret.
"Caleb isn't trying to sell the ledger."
"What?"
"He's trying to destroy it."
Declan stared.
"Why?"
"Because his name isn't the worst one inside."
"Whose is?"
Elias looked toward Margaret.
Her face went white.
Declan understood.
"Mother?"
Margaret said nothing.
Elias nodded.
"The ledger proves Margaret built a network far beyond what Patrick knew."
Margaret raised her chin.
"I built protection."
"You built leverage," Elias said.
"Against people who would have killed us."
"You blackmailed judges."
"I stopped judges from taking bribes from worse men."
"You controlled police commissioners."
"I kept my children alive."
Declan looked sick.
Mave realized the central war had never been Gallagher versus Voss.
It was control versus destruction.
Margaret wanted the ledger.
Caleb wanted it gone.
Elias wanted it exposed.
And Declan—
Mave looked at him.
"What do you want?"
He stared at his mother.
Then at Mave.
"I want it finished."
Gunfire intensified.
Brutus barked.
Mave remembered the final line of her father's Sunday game.
When the treasure sleeps, where does the good dog go?
She whispered:
"Home."
Brutus turned.
He ran toward the oldest kennel.
They followed.
The dog stopped before a concrete wall.
Mave frowned.
Nothing.
Then Brutus lifted one paw and struck a loose brick.
Behind it was a waterproof ledger.
Twenty years of names.
Crimes.
Payments.
Secrets.
Mave picked it up.
A voice behind her said:
"Thank God."
She turned.
Caleb Voss stood in the doorway.
Unarmed.
Declan aimed his pistol.
Caleb raised his hands.
"If you shoot me, Margaret wins."
Margaret appeared behind them.
"No."
She held a gun.
May you like
"But if I shoot you, everyone does."
And she pulled the trigger.
